The proposal is to make controls for biomass plants at competitive costs with those relating to gas plants, in a way to be identified. The Public Administration could provide economical incentives to fill the gap among the costs for gas controls and biomass controls. Gas boilers almost don't need a deep chimney sweeping, but biomass ones can't never avoid it. This implies a cost increase. Then, the emission control requires less instruments and shorter time to be implemented for gas plants than biomass ones, where we can find another cost increase. Still, the standard on combustion analyzers don't include set parameters for dust. CTI has requested the revision for this purpose, to make that a common analyzer used for combustion analyzes will also measure PM with acceptable repeatability. Here too, it must be taken into account that the PM test lasts up to an hour, against less than 15 minutes for a gas boiler, so the cost issue reappears.
